You have non damper adjust Teins then, which is pretty common. Non damper adjust come VERY firm/stiff unless they were ordered with a low spring rate, which sounds like your's weren't. Best option for you is to just sell the Teins and buy some fully adjustable coilovers with a decent spring rate or some drag style coilovers.
