People normally drill them out until there is very little wall thickness then hoick the rest out with a hook of some sort.
Yes, but.... it still will restrict the oil flow. You will have 2 restrictors in series. So even though the original one is bigger, it will still put up a resistance to flow, and then the added one will too. So you have to guess as to how much larger the added one needs to be to compensate for it, and that's all too hard, so, just pull it out.
