I too share you skepticism, especially as the rear housing says "GARRETT" on it... Maybe that's why it's laggy.

That's pretty late looking for a 2530! , must have been the last of them?

lol ive said this quite a few times now... it has had a really large rear housing put on it...the original that came with the turbo is internally gated, and yes HKS take garrett turbos and modify them it has garrett all over it, and HKS cast into the compressor housing.

Attached is a photo of the 2530 next to my GT3582R, which i swapped over tonight...As you can see the rear housing of the 2530 is much larger than that of the gt35R...which would be why the GT3582R spools up at the same time (4500) lol..

I have no doubt in my mind if i put the .63 rear housing back on the 2530 it would give me much earlier spool up, but that will not help me much at all.
