R34 Headlight stays on / No high beams

I've got an issue where the drivers side headlight isn't turning off at all and no high beams are activating

I was thinking maybe the stalk or or a relay, I've already checked the fuses and replaced the tail / dash lights that were blown. 

Anyone have any ideas or encountered this before that might save me some time?
