99 stagea headlight issue

So I have two seperate questions.  First off do stageas headlights normally turn on as soon as you turn the key on, weather your switch is on or off.  My does and I don't like it.  Is there a way to stop it.

Second, I noticed the other day it was raining, my light switch was in the off position, I turned my wipers to high and the headlights turned off, wipers back to low and headlights on.  Is there a body control module somewhere that could be acting up or any other ideas.

Yes it does, which works perfectly as far as my tail lights go, I just can't turn off my headlights.  One of my bulbs just went on it last night, at least I think its a bulb.  If it's not a bulb and it's the ballast where do I find one, I've been googling all morning can't find an answer anywhere.

Check your relay champ.
