Relay behind ECU

Is there meant to be a relay plugged into this?

 

This is a 1998 R34 4 door, non turbo, automatic.

It doesn't look like a factory relay holder to me, they are generally green or blue or brown (to match the relay that plugs into them)

Is there something not working?

It sits next to the brown one. Well the speedo doesn't work, but I don't think that is the cause.
