its is a r33 gtr vspec and the xenon lights came stock on the car, the main change was the seat belts.... i assure u that the lights were not removed for compliance..

bit of rewiring for brake lights, and the rest of the usual crap..

plus i do know of a car that has been complianced without the xenon lights being removed...
