I reckon they are more rare, than turbo model wheels, only because there are far less N/A skylines on the market, than turbo ones.

These don't come in 17"s, The R33 GTR's wheels look very simiar to these and are 17"x 9 But range from $1000-$2000 just for the rims

As for better?

It depends 16"s give slightly more acceleration which is good for N/A's, is easier to loose traction for drifts, an cheaper tires.

I think 17"s look better and more Agressive, But are also more expensive.

Up to you I guess.
