    according to those modification links i provided you, any aftermarket steering wheel fitted to a car with an airbag is defectable and you'll receive a fine for it. fitting an aftermarket steering wheel to a car with no airbag fitted from factory is allowed based on the size of the steering wheel in accordance to the modification rules/laws.
