whats the max you can boost an rb26 series 2 turbo up to, in PSI please?

Is this an RB25 turbo, it says 45v2 on the cover and has three bolt outlet. And does the back of the turbo look like the turbo has a blown oil seal???

I need an RB25 turbo, they have the numbers 45v2 on the compressor cover ASAP. Must be in good condition! They look like the one in the photos. Thanks!
