Go to supercheap and look for a product called mothers plastic polish. It works well for me and with regular use it keeps the yellowing from comming back

Well rotors are suppose to be balanced when they leave the plant but over time as the brake pads chew into the rotors combined with a bit of rust can throw the balance off.
