just like the clear tail lights & head lights have a look at some of the crap out there, ADR's approved lights have a set number to say yes these light comply to the ADR rules its the same for every thing

no needs a ADR's number to be stamped into it thats it with out that your stuffed if Mr plod pulls you up

yeah well sorta due to the fact that if its not made the right way once it cracks it becomes a knife on the edges & can do more damage to people, lest thats how I under stand the rule

it needs a full frame not just the outter skin + has to go through the ADR's test center to be legal thats the only way
