Pretty clear that the panel is more restrictive than the pod isn't it...

Probably just needs to be leaned out a little up high on the high throttle map... You'd want some AFR's graphed soon after changing it or ideally before doing any changes to be sure that it's not running too lean... The panel filter is obviously not letting as much air in so you are getting a richer mixture... If you don't want to change the SAFC settings, you could always run more boost?
