Yeah, I agree. But the chances of your car getting through first time is very slim unless you take it to a mechanics and get them to inspect and fix everything that isn't 100%.
From my personal experiances with regency the best thing to do is send it through once, change the obvious things obviously (wheels, put a cat in if your running decat, turbo timer etc) and send it through because it is HIGHLY unlikley they'll let you just have the one inspection and clear you - Its all revenu fund raising for the government and the inspectors jobs to break out hearts and budgets lol.
Hence why I say why not just try and sneak the turbos through because the chance of them finding only the turbos holding you back from passing are very slim, and the 2nd visit is only like $80 so at the risk of paying $80 for the 2nd inspection fee to potentially save epic amounts from changing turbos I'd do it.
