no you wont need a retune unless u get stalling problems, which u shouldnt with the stock one, but even so thats just a minor idle air adjustment
yes mking the spring harder will make it go off at later rpm, i set mine to hardest so that it only goes off when its hitting boost as that pratically the only time u dont want the 'flutter' as it will damage the turbo

the stalling/backfiring problem is caused more by an atmospheric BOV than no BOV due to the engine running richer because the air it was meant to use has just been blown out, i have a full atmospheric on my 33 and i had it tuned also so that it wont stall and will never backfire, so if you have some tuning methods u can do that too
