no they arent Mate works for DOTARS and has trimmed his numberplate, letterbox style. As long as all the numbers and letters are complete, its legit. Defect station guy once pointed out that my rear number plate was bent (they dont fit on s13s), then said "oh well, guess theres nothing you can do about it" and ignored it.

thats not the issue The issue is if you have a monster length wing that sticks out further than the width of your car, there is a genuine risk that you can cause some serious damage to someone if you come past them a little too close at speed. There are some wings out there that are that big, and its not too much of a stretch to imagine them causing damage.
