Dunno about rims, but we go to Treads International in Clontarf for our cheap tyres, they aren't brand new, but they are all very well known and respected brands, and all have 80% tread left and we haven't discovered a bad one yet! They range from $60 for smaller tyres, $80 for 17/18" street tyres, right through to $100 for semi slicks. They don't deliver or anything, but if you ring first they'll let you know straight away if they have what you're after. They only take cash, so remember to get some beforehand.
