Yeh I've heard of the headlight thing, but they usually just measure the ground clearance. He didn't say it was too low though, so I'm not sure if he's worried about that.

As for being too loud, a friend of mine has a decat and 3in exhaust with only a cannon muffler which passed the pits 3 times before being stickered for being "too loud". So it depends on the cop. Buy another silencer from any decent exhaust shop and put that in for the day.

As for the fan shroud, he's just desperate. I'm guessing it's not even aftermarket? Can you post a photo of it? I didnt think you legally needed one? Good luck mate, let us know how you go.
