Rb30 Oil Filter/ Rb25 Oil Cooler?

hey guys on the rb30 block where the oil filter goes there is a ball bearing & on the rb25 block its blocked off, whats the go with that? wont affect the the rb25 oil cooler that i'm using on the rb30 will it? see pic of rb30 block

i mean i'm using the rb25 oil cooler on the rb30. the rb25 doesn't have a valve from factory, & the rb30 does (pic is the rb30)

so do i have to block that valve off on the rb30 to run the rb25 factory oil cooler?
