You do not need the hand controller to get the pfc tuned. Most tuners would have their own datalogit. Unless you plan to tune it yourself via the hand controller

To be honest I dont drive much in the rain at night. But if I remmeber correctly, yes they are not bad.. Better than expensiver ones. They last pretty long, I had some $25 one from Kmart and they blew in 2 weeks.
