I guess it comes down to what mods you have. an exhaust and boost is all you need to beat a "stock" Wrx on a rolling start.

It could also be your coil ignitor. Faulty ones also tend to have cold start up problems. Could be your injectors too as in the seals are worn and when you dont start it for a while you lose pressure in the lines because fuel leaks back into the engine. Brand new injector seals get replaced when you take the injectors out for cleaning. Try that

Also if you still have the wheel balancing weight stuck to your car. Then it should be balanced then most likely it could be a slightly buckled rim.

100 percent its the wheel balancing. its cheap so go and get it done first

Have you tried winding the boost controller all the way to open and seeing if it goes past that? Honestly sounds like either the Dr Drift Bleed Valve is hooked up wrong or the Bleed Valve is Faulty.
