I'm not referring solely to electricians which is probably the most highly skilled of all the trades - but as a whole labourers, concreters,painters, plasterers and so forth. Even wharf / factory workers these types of roles could be done with cheaper labour with probably little difference to the overall completion of the job.
You would know yourself the difference between domestic and commercial are vast. That was my point to Moh which he will correct me if I'm wrong but his friend sounds like a domestic electrician.
