It's only under certain circumstances.. the more general one is $400 cover with a $25 charge Whats Vcat got to do with it? wouldn't it just be a fraud complaint to the police and/or your bank? VCAT provides an easy way to deal with disputes between parties before you step up and include authorities. And banks may not be able to settle a dispute depending how you paid (if you used credit card then you could file a chargeback request but if you used something like direct debit yourself it's a bit harder to do so).
