I mean why not, if all you are going to do is complain about him, he might as well sting you for everything he can. I only advised that It wouldn't be in your best interest as in most cases you will get much more harder treatment. If I thought that someone was going to complain about me I would give them every fine, charge, NOU EPA under the sun as it would look much better for me if you did complain. As then I could say they complained becasue of all the fines, NOU etc. If I was stupid enough to pull someone over and abuse the crap out of them and not give them anything and they did complain it wouldn't look good for me, because why would someone complain if they received a warning or routine intercept?
