It was almost mentioned that by lowerering the speed limit to 50, would affect fuel economy, and make emmissions worse.

I agree with Tosh on the driver training. I believe there was an article in SMH about a month ago confirming that the speed limit changes will be effective in november.

If you head to Osaka, you can visit autoproject, signal auto, tommy kairia (not too far away) and there are plenty of 2nd hand parts shops around northen Osaka. Haven't been to Tokyo yet, although I hear there is just as much if not more shops.
