What Is This Vac Line For?

Hey guys, noticed this vac line (I think thats what it is?) has been blocked off for some reason. In the pic the top hose goes to the BOV and the one below it has been blocked off.

So where does this vac line normally go and why would it have been blocked off and by being blocked off what will it effect?

I think thats one of the lines that go to the charcoal cannister

As I said, top vac line in pic runs to BOV (aftermarket one running off gutted out factory one).

THanks for your replies everyone, should I try and hook it back up to the charcoal cannister. Will it be effecting anything apart from emissions?
