If there is enough info from the transaction, the bank can recover the sum for a small fee ($30 or something). Not entirely sure as I've never had to do it, but the banks can do it with enough info.

there was a certain department that could get it back for me cause i paid the money via my credit card on paypal

I was also ripped off by this guy, but the other way around. He only ever part paid for some goods that he bought from me! They included 2xRB26 N1 engine blocks. He still owes me about $2k!!!
