yeah probably. take some prelaod off the actuator... you can never boost less than your actuator's minimum, which seems to be about 18psi.

that sounds excessive for a stock turbo (even on a 20). maybe cut the cat off. if it's not collapsed, just get some flanges welded back on, shouldn't be too difficult or expensive

just use that line in the pic. that's the one for your factory boost gauge (which mustn't be working) if you want your factory boost gauge to work as well, then get one of those 3-way connectors.
