I've been told not to recharge my mobile while the car is moving due to surging and ? Any different with laptop? Is there a stabilizer thats not too $$ ?

How much is a new phone battery? I bought mine for $8 off eBay, and I have been car-charging it for over a year and it still lasts a week with an average amount of calls.

If you have a decent cigaret lighter charger/power supply you will be fine.

Those things are equiped to handle surges of 30v+, and last time I checked unless there is something SERIOUSLY wrong with your car voltage regulation is maintained at about 14.4v
