How To Determine Stat Write Off Or Repairable

Hey all,

Been looking at a few rolling shells to rebuild and need to know...

How can you determine if a vechile is a stat write off or a repairable one? do they cut out the VIN or take the compliance plates off it? as I am looking for rolling shells I cant do a revs check as I cant get the engine number.

If the seat belts have been cut does that indicate its a stat write off?

I tried to call the RTA and find out but after being on hold for 40min and had to hang up.
