Help Needed, What First?

Hey people. lets say im doing up a car, lets say it has some rust in the floor pan and doors and ya usall spots in cars, do i fix up the rust before sandblasting or do i do the sandblasting, rust, then paint.

Also, where do places do good paint jobs out west??
