So when i want to "DECC" in campbelltown to noice test what is that called

Did you go to an inspection station, or the actual DECC?

I've had noise tests at exhaust shops, blue slippers, etc etc.

It all depends on what you've been sent where for. But the order, normally either comes from:

The RTA.

The DECC.

The Police.

Each of them can send you for a noise test at various places.

if i put two cats on a stock exhaust would that pass EPA not DECC..

Putting 2 cats on a stock exhaust will do virtually nothing to noise output of a stock exhaust. Should help bring the emissions down although 1 cat should be sufficient.

the onyl EPA places are penrith and botany. these two places run the IM240 tests which test emissions.

the place you went to was just to check that your emissions gear was in and in working order (pretty much all of your stock gear is on). they also do a noise test.
