The turbo isn't seeing vacuum on the intake side, it's creating it as the catch can line plumbs back in just behind the air filter after the AFM. So when the turbo is on song the vacuum generated in that intake pipe is extending into the catch can and drawing oily vapour from the head.

I've since put an air filter on one side of the catch can, blocked the hole on the intake pipe so now the car is no longer ingesting oily vapour at least from the exhaust rocker.

As for power, I put the first chip back in it and hit the dyno yesterday, stabilised the AFRs around 11-11.5 to give me some headroom and it made between 182 and 183.5rwkw and about 310-320Nm on 16psi, peaking at 17psi for about 1000rpm.
