Tomei Hicas Lock, Hicas Diagnostic Mode

So, today i went to install the shims for the tomei hicas lock with all my other suspension gear.

Could not get the hicas into diagnostic mode to install both the shims. Could get the passenger side one in, but obviously you need to get the rear wheels to turn to put the other side shim in.

The wiring part of the tomei lock kit was done a while back, so I'm thinking that could be what is stopping the hicas system going into diagnostic mode?

Any thoughts as to what else could be causing the issue?

The car was up on stands and the Method I used was:

Turn the car on an straight away turn left then turn right an repeated 5 times to each side then finished up with the wheel to the left.

Then pumped the brake 6 times.

The hicas light wouldn't flash up on the dash after several goes.

Any help would be appreciated
