Ok,

So i have an r34 gt and ive just bought some wheels

Front: 18x9.5 +20 235/40 r18

Rear: 18x10 +12 265/35 r18

I know the poke is illegal but if i was to get my guards pumped or rolled over them would they be legal

That depends on what your local laws are regarding maximum wheel width and track increase. In some states in Australia these aspects are no longer a problem. IN other jurisdictions, who knows? Where are you?
