My r34 neo det has cracks from exhaust valve to plug hole. Can cracks be repaired.

Take it to a cylinder head specialist (or two ) and get an opinion and a quote. Neo heads are getting hard to find.

Local guy on Gold Coast doesnt want to repair it.

Get on the internet/phone to cylinder head shops - email pics of the damage and see who volunteers to fix it . They will probably not make any promises until they have the head in their shop. Have you tried this one:
