Don't get Axis Hiro rims - there have been a few reports from the USA about those wheels cracking.
Just stick with Japanese or European rims and everything will be fine (except maybe your wallet).
I reckon there could be two reasons you're missing a nut
- Someone just wanted to be a dick and stole 1 nut
- Someone was trying to steal your wheels but was interrupted and left quickly.

Someone stole one of my red Work nuts on my Skyline too.
Had to order another $200 set just to replace it.
Took 4 of the nuts and sold the other 16 to some Silvia 4-stud guy so I got some of my money back. Major inconvenience though.
I'd go 18s
I had 17s on my R33 and got them because I was worried about all the stuff you're worried about (rubbing, ride comfort etc).
In the end I wish I went for 18s.

You should have insurance from the day you pick up the car.
Blue lights would be illegal but I've got white ones on mine. All you need is the bulbs. The effect is great for how much it costs and how easy it is to install the bulbs.
