Looking at the carsales link it appears to be a home/non official conversion. 40th anniversary is like 97 I think? So that's series 2...which that one isn't. The nismo version is a tuned autech. http://www.jbskyline.net/R33/4door/ I miss my 4 door

That's true, mine wasn't hugely modified, but did have various various lines and egr hoses blocked off... helps to have a friendly mechanic

I bought a WA reg silvia, and it went to VicRoads as an unreg vehicle. The only check they did was to ensure that the compliance number was correct and the aus vin was stamped on the chassis

That's a list of imported cars, the JDM S15 has those figures, there's another list of banned Aus vehicles which includes the R32 GTR I initially thought these laws where going to be stupid (but didn't care as I'm not on Ps) , but as they've allowed turbo diesels and smart cars it looks like they've actually put some thought into it.

Looking at the cams manual, half cages can only go in open tops by the look a 4 point cage is only a half cage isn't it?

3.5L per tonne was always a requirement, but as long as your hilux weighs more than 1143kg (which I would have thought it would) you're safe
