yeh thats why im saying i dont think its possible. to be hellaflush you need zero fender gap so i really think it is guna be hard to be "hellaflush" and 100mm+ in ride hieght.

it should be a defect/epa issue i think the fine with a defect notice is $292 for un roadworthy vehicle? depends on the officer whether you get the fine or not.. thats my understanding anyways
