when my turbo went it wasn't the exhaust wheel, that was all still in one piece (so nothing in my cat)
it was the intake side of the turbo that was stuffed and also the shaft was knackered
no smoke either, just a really loud whistle
yeh it will pass with a lock bar no problems
hicas is not a requirement for the australian road car standards
my lock bar was a shiny silver colour, didnt even notice it
blown turbo.
same thing happend to mine, really loud whistle and car wouldn't go anywhere
took it off to find a lot of the intake side wheel not there and the shaft was making a lovely clunking sound when i tried to spin it with my fingers
