All R33 gtst's are type m both series 1 and 2, the different bodykits were just another option you could pick like factory tv in series 1 and 2 -
I know in vic the only way to get a exemption is if its the only car your family owns. Plus its good to build up your experance in a cheap car that is cheap to fix if you crash it.

I dont want to start a huge debate but BP Ultimate does most of the time produce more power compared to shell fuels in skylines
