Tuners Need Working Harness To Fit New Ecu?

got my new computer and now since i fried the old std ecu in the cefiro nothing seams to work, will the tuner/fitter of my ecu need the loom working or can he just take the plugs off it he needs and make a new harness from scratch, i think where my problem is, is the start and ignition relay but not sure.

Expect that to cost a bit if you want him to re-wire your harness.....

he quoted me 400 to do it, just dont know if he needs the old harness in working order to go off that or if he can just look it up and got from a wireing diagram, if he does ile get my electrician to wire it up he will do it cheep as.
