Having issues getting my tacho to work. 

Brought the car with a a broken tacho which I thought was an easy fix as it’s a common issue with the r33 gtst. 
I just purchased a cluster from a private seller and swapped it out, everything but the tacho is working on the new cluster as well. 
I have been troubleshooting all night trying to figure out what is wrong. 
On both clusters, the tacho does not move at all. 

What I’ve done so far:

- swapped cluster 

- checked both clusters for obvious faults like burn marks in pcb, poor solder joints etc 

- confirmed the tacho is receiving 12v power when plugged in

- confirmed continuity between pin 7 on harness and TAM behind cluster
 

My 2 suspicions are:

- I have really bad luck and the cluster I brought

- No tacho signal output from ecu

I really don’t want to go and buy another cluster, so does anyone know how I can confirm the signal coming out of the ecu pin 7?

I have located pin 7 which is tacho out from ecu but the issues is I don’t know how I can test the signal.

I’ve been searching the forums on how I can test the signal output from the ecu but can’t find anything. Only thing I found was a post about someone using an oscilloscope (which I don’t have) to check the signal output.

Do you know how I can test the signal output with just a multimeter ?
