Late last night I was having some random "connection refused" messages to a lot of different sites.. I've had it a few times over the last week.

I think as well as the possible ban on some ranges, I think that is also a current issue with some ISP.. most like Telscum related.

I'm on TPG, which is a Telstra reseller.
