dont base that on rocking up at anytime and expecting to only wait 10 mins. From around 4pm until 3am on weekdays and all day weekends are the peak times when you need to wait hours

As ASH said cops can say and do as they please in Vic with no fear of being reprimanded even if being proved wrong in court. Only way I can see them being reprimanded is by an individual suing a individual cop, but there prob something written in the law to get a cop out of that also.
