I was on the lower half of empty yesterday and the car kept dieing down and then surging forward like it was about to die. No light came on, where is it supposed to be on 33's?

I believe so, my understanding is that the Handbrake uses a small drum brake setup that is behind all the foot braking gear.

My Tomei 3 point made a massive difference after I installed it. As posted above the front end definitely felt more confident. -

Obviously looking privately you will find one cheaper, chances are you won't get a warranty or much of any sort of assurance with it like you would from a business. -
