Just an idea, what about using a pneumatic cylinder instead of the spring, just change the pressure to change the bias?

If you were going to the trouble of a drop tank, you should also put baffles and trap doors in the fuel tank, this forces the fuel into the front centre of the tank. Just like your engine sump. Also bend the top of the baffles into the centre to stop the fuel from sloshing out of them.
