How do you get the tv function to work on the R34 gtr?

Pretty much you can't.

You need to get a tuner that works on australian frequency's and outputs NTSC signal. Also the plugs are different and all. Best place to look is on the Stagea forum on here as some of the guys have been getting their tv's to work and they should be able to help you.

There may be a possibility. You need a decent PAL to NTSC signal convertor. These cost around $200 for one that will do the job. You will also need a tv tuner with australian frequencies. Finally, you will need someone who is great with electronics and a lot of time on their hands.
