Can Someone Make A Gif File For Me?

Hi, this is about the closest section to what I'm looking for

I have a flash file (.flv), and I am just wondering if someone can possibly be able to make a moving gif image for me with it? It's not all that big, and it's fairly short but I was just wondering if they can be converted from that sort of file & made into one by someone who knows what they are doing
