Nah the reason for it is clearance on full lock. The 17/18 stagger is a common S series (S13, S14, S15) fitment option, as people are modifying lock knuckles and other steering components for additional lock than factory, and the larger wheels simply do not get enough clearance to achieve this.

On the Skylines, the guards tend to have more room so you can get away with the bigger wheels.

How odd.. I could see going smaller diameter at the back with bigger profile and lower pressure to help get off the line. Personally I like 18" 40 series rubber on the front for pointability but it does mean the rears spin up a bit easier.
